The value stored in `Queue.external_ids:queue-num`` should be a number,
formatted as a string.

``neutron.tests.functional.agent.common.test_ovs_lib.BaseOVSTestCase``
testing QoS, the ``Queue.external_ids:queue-num`` should be a number
(formatted as a string).
