The log is generated not by nova but by oslo.messaging.
We lowered down the log level by
https://review.opendev.org/c/openstack/oslo.messaging/+/930672 .
We haven't yet created a new release for 2024.1 but once that's done then the
issue will be fixed.
As the fix is already released for 2024.2 , I'll mark this as resolved
but I'll propose a new release soon
