Public bug reported: The core OVN implementation does not support fragmentation of East/West traffic using an OVN router between two private networks. This is being tracked in [1] and [2].
The fix was implemented in [3] and is available for OVN 24.09.0. Definition of done: * Add new neutron-tempest-plugin tests to cover this scenario. * Remove the OVN parity gap introduced in [4] (only the E/W point).
