Bug description:
This bug is related to https://review.opendev.org/c/openstack/neutron-
tempest-plugin/+/929633.
The test case in ``NetworkWritableMtuTest`` cannot be executed in
ML2/OVN. E/W packet fragmentation is not supported [1].
This test class is failing in several unmaintained CI:
