Public bug reported:

Hairpinning doesn't work when a Load Balancer's VIP and Backend resides in the 
same subnet.
But if the VIP's subnet to is different from the backend hairpinning works fine 
and the looped back traffic gets delivered to the backends with source IP of 
Load Balancer VIP.
