Hi,
I have hit an inconsistency in horizon image page relate to community image.
In the IMAGE tab, community images are showing up only if we filter with
Visibility = Community, which is intended and working correctly.
However in nova instance creation page, community images are showing up
by default, without the visibility filter.
I would like the image display to be consistent, with both pages only
show the community page when we filter through visibility.
