not possible to download volume-backed image from glance

Bug description:
Hi,
it looks like when i try to download a volume backed images (locaion
cinder://<volume-id>) that it is not possible to download the image.
glance image-download --file <output-file> <image-id>
and
openstacj image save --file <output-file> <image-id>
this results in a zero byte file.
Has been tested on train installed with openstack ansible.
Is this a known bug?
