Public bug reported:
When shelving an instance, there is a point where the instance still
appears ACTIVE but is already shutdown in libvirt. Task state is
shelving_image_pending_upload (could be shelving_image_uploading and
shelving as well).
Should Nova report a different state so the user is not confused?
(instance appears active but actually is already down and unreachable)
This was reproduced on Ussuri.
