Public bug reported: With this patch[1], we avoid pre-populating flows for router to router communication.
If we re-associated router interface with router, its mac has been changed in neutron db and fixed_ip not, but we found that mac of lrp has not been updated in MAC_Binding, vm also could not visit public network.
