Title:
  DVR fip external ip/namespace is not deleted/freed when vm's are
  deleted/migrated in a compute node

Status in neutron:
  Invalid

Bug description:
  In case when DVR router is used and there is vm with floating IP
  created on compute node, it will create fip-<network_id> namespace and
  will also create additional port (and public IP address) with
  device_owner like "network:floatingip_agent_gateway"

  When vm is deleted from compute node, qrouter- namespace is removed
  but fip- namespace is still there.

  I'm not sure if that is something what is done like that "by design"
  and should be like that or maybe it should be changed and such
  namespace (and network:floatingip_agent_gateway port) from such host
  should be deleted in such case to safe some public IP addresses.
