fix the bug of checkSpinnerValue
The user setting page sets the "Items Per Page" minimum or maximum value,
which affects the display of "Log Lines Per Instance"

Bug description:
1. Open the user settings interface
2. <Items Per Page> Enter the minimum value 1 and press the Save button.
3. The status of the minus button of <Log Lines Per Instance> is disabled.
