I checked it once again and it looks that max_kbps attribute don't have
default value and is mandatory. So bug is only in OSC and patch for that
was already proposed.

Bug description:
I think that creation of QoS bandwidth limit rule without max_kbps value
provided doesn't makes sense and will not work in any predictable way.
This parameter should be mandatory during creation of such rule type.
