Add info about building the v1 api-ref
Because the Image API is removed in Rocky, its API Reference has
been deleted. Add information about why it's gone and how to build
it to the current API Reference.

Bug description:
The v1.X image service APIs were removed in the Rocky release, this
included the API reference docs. The API-ref docs don't provide stable
versions like the main docs do e.g. docs.openstack.org/newton/glance
which means there is no longer a published version of the v1 API
reference even though Rocky is not yet released. This is very
frustrating when trying to support older versions or even for
reference back when trying to resolve the v1 deprecation.
