Public bug reported: The API reference docs for the os-instance-usage-audit-log API talk about getting server usage auditing per tenant, but there is nothing about the API that is per tenant, and a tenant is not passed in on the request. It's all global admin querying of data from the compute hosts for all instances which have CONF.instance_usage_audit=True in nova.conf on those computes.
