port created with {"security_groups": null} is associated with the
default security_group

Bug description:
I specified {"security_groups": null} when port-create, but the port created
is associated with the default security group.
If the attribute security_groups is None (i.e.. null), is_attr_set() in
attribute.py returns False, so default_sg is applied to the port.
