Grenade tests fail for *aaS migrations

Bug description:
I found that when Grenade runs (check-grenade-dsvm-function), it runs
the migration for *aaS repos BEFORE upgrade, but not part of upgrade.
In my case, the migration modified a table and the migration never
ran. This fails a bunch of tests as a result.
