Description

With neutron, Although the subnet is not dhcp, we can not inject netconfig to
guestos.
Steps to reproduce
==================
create a subnet with disable dhcp.
create a vm with the network and keep config-drive true
Expected result
===============
we can see net config info in directory of content/0000
Actual result
=============
no file of content/0000
