and as the floating_ips API is going to deprecate as it's a proxy API,
I see no reason to work on it?

Bug description:
For Nova master branch , the floating ip policy have no rule for
create,delete, show, associate,disassociate floating ip. therefore
user can't manage those actions accurately.
