Given nova-network is deprecated and we agreed at the Austin summit [1] to not proxy anymore network APIs to Neutron, I'm going to abandon this spec.

The test makes the following request : GET http://XX/v2/$Tenant/servers/$server_id/os-virtual-interfaces This HTTP request calls the Quantum API (nova/nova/network/quantumv2/api.py) and specificaly the get_vifs_by_* methods which are not implemented (raise NotImplementedError()) I suggest to skip this test if Quantum is enabled as set in Tempest configuration.
