This has been the behaviour for a while now.
I think it needs to be considered a feature rather than a bug (users may
rely on it).
The openstack client (python-openstackclient) is starting to become the
standard CLI for interacting with the image service. I believe it
behaves differently here, so using it may be an option.

Bug description:
The command glance image-create without any arguments is creating
some blank image and is in queued state. The created blank image is
listed in CLI as well as dashbord.
Instead it should get responded with correct usage format.
