OpenStack releases are numbered using a YYYY.N time-based scheme
according to which we can know the version of Openstack. E.g. Ice house,
Kilo etc.
And we have command to get the release number:
[root@crdc-c210-223 ~]# nova-manage --version
2014.1.4
Sometimes customer may want to know the version of remote openstack and
check APIs accordingly. We want to provide this kind of restful api to
tell them the release version.
