wait until create/delete dialog dissapears

Bug description:
In example, when you navigate Project - Compute - Volumes, and there
hit button Create new Image, fill form and click to 'Create volume'
button, it take some time to horizon/underlaying openstack process
your request.
Selenium integration tests don't count with this transient state and
cause failrures (typically element is not visible).
