On host reboot images requiring kernel disks/ramdisks fails to resume

Bug description:
On a host reboot with resume_guests_state_on_host_boot set to True,
nova-compute tries to restart the instances. However, the call to
_hard_reboot tries to request kernel/ramdisks from glance without
having an authenticated token as there's no user context. This results
in the VM going to error state.
