The current pagination scheme using limit and marker
doesn't work by normal user for images.
Steps to Reproduce:
1. Set "Items Per Page" to 3 under "settings" using Horizon
2. Ensure that, you have more than 3 images
3. Log in by Normal user.
4. Click on Images
It show all available images for that particular user on same page.
