Public bug reported: The unit test settings.py still uses HORIZON_CONFIG.dashboards and HORIZON_CONFIG.default_dashboard instead of utilizing the pluggable dashboards mechanism to load the dashboards. If there are custom plugin panels that exist under the horizon directory while running the unit tests, there are many errors about the panels not having registered namespaces.
