allow creating your own user role from horizon

Bug description:
I think it would be helpful to allow creating a new role with
personalized permissions (storage access or network access and so on).
we have the keystone role-create command but if we can create the role
from UI with specific permissions to allow a user to create their own
user it would be a great addition to Horizon.
