nova-network: make sure bridge device is up before creating vlan

Opinion
Bug description:
Currently, nova-network would create vlan device automatically if it
doesn't exist on host. However, on creating vlan device, nova just
makes sure the newly created vlan device is up, but not bridge
interface. Thus, the vlan device is left on M-DOWN state on this
situation, and network is not accessable.
