[Sahara] Create Cluster Template method ignores first added nodes

Bug description:
Precondition steps:
Installed OpenStack with Sahara.
Opened Horizon
Added a few Node Group templates(any plugin and version)
Steps to reproduce:
1. Open tab for Create Cluster Template
2. Choose plugin and version
3. Add Template name
4. Go to "Node Groups" tab
5. Add some Node Group Templates (e.g. "vanilla-master", "vanilla-worker")
6. Click "Create" button
Expected result: Created Cluster Template with Node Group Templates
"vanilla-master", "vanilla-worker"
Actual result: Created Cluster Template with only one Node Group Template(if
in 5 step "vanilla-master" added in first time, then this template would absent)

If in 5 step add only one Node Group Template, then Cluster Template will not
have Node Group Templates
