It is impossible to import selenium submodules inside 'selenium.py'
file

Bug description:
Currently there are 2 such files inside horizon tests:
horizon.test.tests.selenium and
openstack_dashboard.test.tests.selenium - so it would be impossible to
import any submodules of selenium package inside them. The most
obvious solution is to rename both into, say, 'selenium_tests.py'.
