Change of default netpartition behavior in nuage plugin

Bug description:
Current behavior of nuage plugin assumes a clean slate on the VSD
(back-end controller) as part of the neutron startup. There are use-
cases where this assumption is invalid. Also, there could exist non
default net-partitions on the VSD for which behavior is not the same
as for default net-partition. This needs to be fixed.
