nova doesn't support resize operation when booting from rbd backend

Bug description:
when setting libvirt.image_types=rbd and boot an instance , the disks of
instance will be in the ceph storage.
try nova resize instance, the error in log is ssh key error. RBD should be
treat as shared storage. so we don't need to move disks.
