I don't think this should be logged as an error in the nova api logs
because users specifying images that may not exist is part of normal
expected behaviour. And the missing request image message is returned in
the HTTP response to the request.

Bug description:
Had a issue where images had been moved, had a really hard time
tracking it down because it was an INFO line and not an ERROR.
Thought it might save people some time to adjust this to an ERROR.
