This is not a mistake; Xubuntu LTS releases are supported for 3 years only. This means that since the Ubuntu base system is supported for 5 years, you will get updates for that for 5 years, but the Xubuntu-specific packages aren't supported after 3 years. You are generally advised to upgrade after 3 years; the next LTS is already available at that point.
