After looking at the code of the "Tools|Revision" submenu, the ONLY REASON which could cause a grayed out "Do Not Keep Any Information About Revisions" entry would be that you don't have write permissions for the problematic file.

But when this is the case --at least on my Linux box-- A) an alert box is displayed, B) the problematic file is opened in read-only mode and C) the document tab displays a gray indicator at the right of the file name.

Was the problematic file stored on a document repository of any kind? Or may be just on a Windows file share?

After deleting the property file that file had that selection set to
something else

Sorry but I don't see how this weird behavior ("After deleting the property file that file had that selection set to something else") could happen without writing some custom Java code (i.e. a ".jar" file containing a validateHook dynamically discovered and loaded by XXE during the startup phase; http://www.xmlmind.com/xmleditor/_distrib/doc/dev/validatehook.html).

but it was NOT grey out....after selecting the correct option the
file apparently got cleaned out

Sorry but I'm not sure that this solved the issue for good.
