Sorry but there is no easy way to do this.
Moreover unless you really know what you are doing, trying to remove
page-breaks before chapters by modifying or overriding templates in
<XXE_install_dir>/addon/config/dita/xsl/fo/pagination.xsl
(ditac users, it's
<ditac_install_dir>/xsl/fo/pagination.xsl)
is likely to break everything in XMLmind DITA Converter. File
pagination.xsl contains somewhat advanced XSLT 2.0 code.
