XMLmind XML Editor does not leverage tags. It's a tree editor (disguised
as a word processor) which works on tree nodes.
Once created using the tree or styled view, an <ol> is a branch of the
document tree already containing at least one <li> leaf.

I think it may be possible to do this in the editor by inserting an
extra <li> element in the list so that you can go back and use ‘insert
after’ the line item in the outer list to start an embedded list that is
already bounded the next line item of the outer list. Otherwise it seems
like there is no way to end the lists and start a new paragraph outside
the bounds of the outer list.
Please advise if there is a tidier way to accomplish this action.

However my guess is that XMLmind XML Editor is NOT the tool you need.
