The current documentation is correct. Even if critdates is also found in topic/prolog, currently {{document-date}} cannot be determined by examining the prolog/critdates of a DITA *topic*, but only by examining the topicmeta/critdates or bookmeta/critdates of a DITA *map*.
When you convert a DITA topic, {{document-date}} is always the current date (that is, always today).
