Checking back, it doesn't seem I've already asked this specific question ... my
apologies if that just means I've lost the answer you gave last time!

I have a second-level topic in a chapter. The chapter title topic is rendered
correctly Chapter 3, and the topic title is rendered correctly as 3.1.6 Public
keys certificate.

Using a reltable to include a Related information section elsewhere, though, is
not giving me the required results. I really want to see the unique reference

and all I've managed so far is either

Related information
   * Chapter 3, Section 1.6 Public keys certificate

This is unhelpful, because it divides the two pieces of information that
identify the topic. Concatenating the information correctly identifies section
3.1.6, but that numbering is not visible on the page.
or

This is unnecessary, because the first 3. in the Section
reference identifies the chapter. Concatenating the information identifies a
non-existent 3.3.1.6 ...

I hope there's a switch or combination of switches that will generate the
familiar
