Once the flat list has been pasted into XXE, please select the li elements you want to indent then click "Increase nesting level" (button found in the toolbar; http://www.xmlmind.com/xmleditor/_distrib/doc/dita/help.html#topic_toolbar) *TWICE*.

First click creates so-called "continuation paragraphs" inside the preceding li.

It's the second click which does the job.
