Please try this:

1) Open your modular DocBook document.

2) Select the "Table of contents" item from the View menu.

3) Use "View|Multiple Views|Use Current Views as Default" to check "Use as default for this document". See http://www.xmlmind.com/xmleditor/_distrib/doc/help/viewMenu.html

4) Check "Tools|Use as Master document". See http://www.xmlmind.com/xmleditor/_distrib/doc/help/toolsMenu.html

5) Right click on a module title and select "Edit referenced document" from the popup menu (or click the module title and press Ctrl+Shift-E) to open this module in XXE.

2) 3) 4) are done once for all.

I'm sorry but for now this is the closest to the Navigation pane we have.

Moreover, if you organize the document tabs around the tab of the master document and check "Automatically reopen last opened documents" (Options|Preferences, General section; also done once for all; see http://www.xmlmind.com/xmleditor/_distrib/doc/help/generalOptions.html), may be you'll end up appreciating XXE v7.

As explained before, improving the navigation pane (which ideally should work like in MS-Word 2016: default option is to automatically open it when you open a related document) and implementing it for new document types (e.g. DocBook v5.1 assemblies) became too costly for XMLmind.
