Yes, XMLmind XSL Utility is a commercial product and yes, its Evaluation Edition generates output containing random duplicate letters.

However, the news article was about XMLmind DITA Converter, a different software.

XMLmind DITA Converter (AKA ditac) is as free and as open source as the DITA Open Toolkit. Otherwise we could not write "A serious alternative to the DITA Open Toolkit".

Just back from two days’ one-to-one training on the FrameMaker plug-in
DITA-FMx. The old acquaintance giving the training is a long-term
<oXygen> user, but liked the uncluttered look of XXE when he saw it on
my laptop and said he’ll be taking a look. “It doesn’t frighten new
users by showing too many commands”, was his comment on the GUI.
