You cannot set the *folder* "HTML Help Workshop" as a helper application in the preferences. Only *executable* *file* "hhc.exe" can be used as the helper. File "hhc.exe" is found in folder "HTML Help Workshop".

I tried to re-install and see that api.chm, hhaxref.chm, htmlref.chm, and 
htmlhelp.chm will not install for some reason.

I'm sorry but I don't known. I never had these problems on any of the machines where I've installed the "HTML Help Workshop". (I have installed the "HTML Help Workshop" on more than a dozen machines.)

No. The only problem related to HTML Help is that, for security reasons, a .chm file (that is, a Microsoft "HTML Help" file) cannot be opened when it is stored on a file share.

In other words, double-clicking on "Z:\foo\bar.chm" to open it will give you errors. Copying "Z:\foo\bar.chm" to "C:\temp\bar.chm" and then opening "C:\temp\bar.chm" will work fine.

No. "HTML Help" is Microsoft's .chm file format. .chm files can be opened on any Windows computer. See http://en.wikipedia.org/wiki/HTML_help
