I cannot reproduce the problem you describe using for example, a WebDAV server. The new file is created (and automatically locked) successfully on the WebDAV server.

In the *stock* XXE, there is no difference between XXE.new and "File > New".



2. Assuming I get question 1 figured out, I'd like to populate the href
attribute on the topicref element with the path and name of the new
file; will the values used in the XXE.new command be recoverable
somehow?


No, this is currently no way to do this.
