Can I point out that the m17n multilingual text processing library <https://www.nongnu.org/m17n/> is provided as a standard deb package in the Ubuntu software library and also, I think, with Debian and other derivatives. And m17n includes ready-made keyboards for Sanskrit in IAST, Brahmi, Devanagari, ITRANS, and other scripts. Here's a list of the keyboards that are included:
