Well, unfortunately, Uniscribe was for years the reference implementation, and there was no formal Indic script specification, so this description was in a way normative, if by default. But, as you point out, it's quite dated now anyway. And clearly not relevant to your main issue. I really hope that someone can pick it up and analyse the actual issue with Vedic Sanskrit accents.
