algorithms for use of UTF-8 are implemented both in XeTeX and luatex
but luatex is missing the support for many scripts.

XeTeX and luatex can find the metric information by other means so
that the TFM files are not needed for OTF fonts. The metric data
structures are created in TeX's memory.
