This is the persistent Windows heisenbugs which we hope will be fixed
when the osstest Windows size improvements make it through. We are
pretty sure they're nothing to do with the Linux used in dom0.
Accordingly, I have force pushed this:

I think this unblocks upgrading osstest to Linux 4.9 (modulo the
current osstest push gate queue).
