CC'd mirror maintainer.. http://mirror.yandex.ru/pub/OpenBSD/ works for me from the U.K. but some other people reported problems recently too. Is there some problem with cache-servers? (Also I see that http is ok over v4 and v6, and ftp is ok over v4, but ftp-over-v6 is broken).
