I think that only a lawyer can give you a definitive answer. IANAL, so
take my words as a chat, not a legal advice.
Provided that:
1- you don't use any of the graphics developed by Team17
2- you don't use any of the trademarks of Team17
3- you don't use any of the software code developed by Team17
you don't need to ask permission to reimplement an idea brought to
marked by Team17.
