Which is why I asked you to compare file by file to see what one is different. I'm guessing either you missed a file (so it exists in your release folder but not in the install), or you are grabbing the "wrong file" from a different location. Compare file size, versions, and names. Something has to be different. Identify the difference, and then look to your install where you should be getting those files from.
